(Toronto Star Reporter Elaine Carey)It’s not easy counting a moving target.

To get a grasp on the number of people in emergency shelters across the country, Statistics Canada did a count of census day, May 14, 2001.

The agency found 14,145 people stayed overnight at a shelter, including 2,570 in the Greater Toronto Area, StatsCan reported yesterday. The number, says John Jagt, Toronto’s director of hostel services, is artificially low.

StatsCan’s numbers show that Ontario, with 6,100 people, has 43 per cent of the country’s shelter population, almost double that of runner-up Quebec. Toronto had almost one in three of the province’s shelter residents. By contrast, Hamilton had 275 shelter residents and Oshawa 100.
